we in for and could it foul up your rush to work tomorrow morning? >> the timing is bad. it will affect the morning commute with accumulating snow by dawn. you'll wake up tomorrow. if you have to go to work, allow an extra half hour to 45 minutes. how much snow? the mirror image of saturday storm, the bull's eye south and east of town, 4 to 8 patuxent river, 2 to 4 across charles county and 1 to 2 through the metro area up to frederick including i-70 corridor and i- 270 corridor. north of that a trace to an inch. so again more snow south and east of town. fredericksburg, ashburn and la plata 2 to 4, jermantown 1 to 2, hagerstown a trace to an inch. they snuck in st. mary's county with a winter storm warning. parts of calvert county will end up making that criteria.

you have to have 5 inches or more. i think parts of charles will end up in the winter storm warning before it's all said and done. the rest of us are under a winter weather advisory until midnight tomorrow including leesburg, manassas up to frederick, does not include the i-81 corridor between winchester and hagerstown. futurecast 5 a.m., there's the snow. it's across the board. you can see different gradations of blue. this is pretty heavy snow already by 5:00 into southern maryland, temps in the 20s. it accumulates very quickly. by 6:00 snow again and by 8:00 it moves up to frederick and the border. the darker blue is pretty good snow, not going to last that long, probably 4 a.m. to 10 a.m. period of snow, but pretty good snows in the metro area. by 10:00 it begins to push east and move across the bay by lunchtime. we'll come back and talk about if we make it above freezing tomorrow and tell you how we

end the month. in less than six hour recreational marijuana use will become legal under d.c. law. >> however, lawmakers on capitol hill sent a strongly worded letter discouraging d.c. mayor muriel bowser from pressing ahead with that. surae chinn explains what's likely to happen next. >> reporter: the district is not backing down and they will not be intimidated either. with the backing of d.c. council and the police chief, mayor muriel bowser says they are proceeding with the legalization of marijuana tonight. >> our government is prepared to implement and enforce initiative 71 in the district of columbia. >> reporter: mayor muriel bowser received a stern letter from the house of representatives oversight committee saying if you decide to move forward tomorrow with the legalization of marijuana in the district, you will be doing so inenning and will of -- in knowing and willful

employees to participated in the initiative to include their salary and how much time they spend on the measure. >> bullying is not what his constituents expect. >> reporter: congress is leaving it up to the justice department for prosecution. as for the district? 12:01 tonight it will be legal for people 21 and over to own small amounts of pot in their homes. in northwest surae chinn, wusa9. a d.c. judge denied bond for daniel rosen. he is a top state department official arrested on a fairfax county charge of soliciting sex from a minor. peggy fox joins us from the d.c. court where rosen just received some disappointing news from a judge. >> reporter: that's right, lesli. the judge not only denied rosen one time but about three times denying that bond calling the charge soliciting sex from a minor very serious.

rosen showed his disappointment and as bail lives led him away -- bailiffs led him away, he shook his head and then communicated something with a woman in the courtroom who appeared to be his wife. 44-year-old daniel rosen is the director of counterterrorism programs and policy at the state department released at his northwest d.c. home yesterday on an obscene communication charge from -- arrested at his northwest d.c. home yesterday on an obscene communication charge. >> i think it's even more disturbing if they were a pediatrician or a police officer or in a situation where they're supposed to care for and frequent a child. >> reporter: lieutenant james bacon leads the fairfax county police department's child exploitation unit. he says an undercover officer posed as a child in an internet chatroom with rosen. he said the online discussion went on for months and then moved to apps. >> clearly it was sexual in

nature to what he believed was an underaged juvenile. the entire time it was our detective. >> reporter: white rosen is making news because of his -- while rosen is making news because of his high profile job, lieutenant bacon says most sex crime defendants do not, but parents need to know there's a growing number of them prowling mobile apps looking for vulnerable children. >> what i would suggest parents look for are acronyms and it's real easy in these chats to google an acronym and find out what it really means. it might not be what your kid tells you. >> reporter: so daniel rosen waived his rights to extradition hearing which could have had us sitting in the jail 30 days. this means he will wait for fairfax county to pick him up on that charge. fairfax has three business days to do so. monday is their deadline. derek, back to you.

police arrested a 60-year- old in the murder of a 95-year- old in a retirement community. the suspect claims that he killed the world war ii vet over unwanted sexual advances. >> reporter: i'm bruce leshan in montgomery county police headquarters, sordid new details in the murder of a 95- year-old retired navy pilot. police say dan belvin may have been lying dead in his apartment at the randolph village senior apartments for days. they say he had been repeatedly stabbed. on his calendar for february 19th and 20th emphatic notes that he needed to get his car keys back from eric dyson, a 60- year-old resident of the complex with a long history of trouble with the law. surveillance video from a nearby convenience store and other places allegedly shows dyson withdrawing a total of $5,532 from the navy vet's credit union account.

detectives say dyson admitted stabbing the 95-year-old, claimed it was over unwelcome sexual advances and also claimed he had exchanged sexual favors with belvin for money and the use of his car. police say if you have elderly family, friends or neighbors, look out for them. if you see something suspicious, call the police. they're happy to check into it. bruce leshan, wusa9. >> dyson is locked up tonight in the montgomery county jail held on no bail due back in court tomorrow afternoon. coming up pilfering at the pump, see what happens when a would be purse snatcher tries to rip off a woman while she's topping off her tank. >> but first. >> reporter: i'm stephanie ramirez in the district, learning more about the driver in monday's fatal h street accident that suggests he should not have been behind the

new details regarding monday's fatal accident on h street and they all suggest that 30-year-old james chandler should not have been behind the wheel. >> stephanie ramirez uncovered chandler's driving record and finds that monday's tragedy could have been prevented. >> reporter: at 27 years old he worked at the national feld racing of federal employees while earning his masters -- federation of federal employees while earning his masters at

georgetown university. bill holden worked closely with bill snodgrass and wants everyone to know this. >> he was a very ambitious guy and i know he wants everybody to take advantage of every minute you have. >> reporter: today we learned the driver arrested james chandler has a history of dui and speeding across the state of maryland with the most recent arrest on january 31st in prince george's county. h his court history which says that day a state trooper clocked chandler going 104 miles per hour in a 55 mile-per-hour zone. he was charged with reckless driving and driving under the influence of alcohol. a month before that prince george's county court's spokesperson says chandler received a speeding ticket he never responded to. >> his license was suspended once that time elapsed. >> reporter: that's when this occurred. we also learned going back to that january incident chandler was taken to state police barracks, given citations and released with a hearing

scheduled for february 18th. that was postponed. >> i just don't know what would happen at that hearing. what i do know is that when that hearing is held, our office plans to prosecute on the dui charges. >> reporter: the only thing snodgrass' colleague would say -- >> is he's taken far too young from us. >> reporter: stephanie ramirez, wusa9 news. >> it's believed chandler may be dealing with a substance abuse issue and his office plans to find more ways to deal with these types of situations. it was a big day for the teenager crossing the street in her wheelchair last december when a driver hit her and took off. 19-year-old esmeralda lobos suffered cuts and bruises and that crash destroyed her $20,000 wheelchair. the udc student was fitted for a new motorized wheelchair today. she and her dad are urging the driver to come forward and take responsibility for hitting her november 7th at the intersection of taylor and new

caught on camera, a woman batting it out way thief at a gas station down in houston.

>> surveillance cameras were rolling. the woman is pumping her gas. this thief opens her passenger side door and grabs her purse. she sees what's happening and she said instinct takes over. she slid across those seats on the other side, fought with the man, struggled with him as he drove away and she got her wallet back. as the thief pulled away, he tossed the woman's cell phone. she is lucky she only suffered a few bruises and some chipped fingernails. >> i like her. >> you're not getting away without a fight. >> someone grabbed my sister's purse in mexico city and she hung onto it. probably not the smartest thing to do. she won, hurt her arm, but that's all. we're looking at snow by dawn. just get ready. if you have to go to work tomorrow morning, roads get slick quickly. every flake will count. let's start with a live look outside, our live michael and son weather cam, high temperature today 42. that actually is the nicest day of the week. it's 41 now, average high 49.

calm wind, dew points low. we're looking at a very dry air mass, relative humidity only 32%. as we go through the night you can do some stuff tonight. you have until 4 a.m. in the morning. unless you have some crazy wednesday night plans, you'll be back home in bed before the snow starts flying. how much snow? 4 to 8-inch south and east of town, 2 to 4-inch south and east of town but more like calvert county, southern sections of prince george's county and charles county to fredericksburg. 1 to 2 through the metro area of d.c., gaithersburg up to frederick and all the way back to leesburg and also into just north of culpeper. i want to pull some of these up. right now i want to resist, wait till we get new information tonight. at 11:00 we'll adjust these bands accordingly, but again opposite of the saturday, bull's eye, south and east of town. we'll pick some citiesful silver spring 1 to 2 -- cities.

silver spring 1 to 2 inches, woodbridge 2 to 4, front royal 1 to 2 and patuxent river 4 to 8 inches. it's a pretty hefty storm out of the gulf of mexico. we'll get kind of a brush of this storm, but it is hammering north georgia, northern sections of alabama back into mississippi and now across into tennessee. the smokies will get a foot of snow easy. critical time 4 a.m. to 10 a.m. and the roads become slick very quickly, much like saturday, same deal tomorrow morning. futurecast 6 a.m., there's the snow. you can see the darker blue.

that's moderate snow across la plata and back to fredericksburg down into the northern neck, pretty decent snow now everywhere across the metro area. by 8:00 on the futurecast temperatures low to mid-20s. it's going to be another dry snow. by 10:00 the snow begins to end from west to east, but still some accumulating snow along the i-95 corridor. by 12:30, 1:00 snow moves across the bay, temperatures remain in the 20s, a couple peeks of sun possible tomorrow. the mountain showers tomorrow. you folks pick up your snow on friday. martinsburg and winchester won't get that much snow with this system. tonight mostly cloudy, cold with snow by dawn, heaviest to the south, low temperatures in the 20s, yellow alerts. snow 5 a.m., 7 a.m., 9 a.m., 11 a.m., then finally some breaks, only 31 by 1:00. next three days, some flurries or snow showers possible friday, don't see any problems
